1.1 The Objective

The University Librarian asked a group of faculty members, students and librarians to determine if information which may be of value to students and researchers resides at the University but is inaccessible to the wider population; and, if so to consider methods of making this information more widely available without interfering with the needs of the original owner.

1.2 Terms of Reference

Task Group on NonTraditional Media Terms of Reference

  1. Objective

    The Task Group is charged with preparing recommendations to the University Librarian on policies and procedures to ensure the effective acquisition and organization of, and access to nontraditional media.

  2. Terms of Reference

    1. To determine the types of media to be included within the scope for the study.
    2. To review and describe current policies and practice at Waterloo with respect to the specified media.
    3. To investigate, identify, and evaluate strategies and equipment for acquiring, organizing, and providing access to nontraditional media.
    4. To draft policies and procedures to coordinate the acquisition, organization, storage and delivery of nontraditional media to the user.
    5. To submit an interim report to the University Librarian by December 31, 1993 and a final report no later than February 28, 1994.

  3. Meetings

    The Task Group will meet at the call of the chair, but no less frequently than once a month.

  4. Minutes

    The Secretary will keep and distribute minutes of the meeting to the membership and the University Librarian.

1.5 Methodology

To determine the nature and scope of non-traditional media used by the University of Waterloo community for teaching, research and operations, the Task Group conducted a survey. Group members were to be assigned jurisdictions to survey (faculty representatives would survey academic departments and other members of the Group non-academic departments) and surveys would be completed in person or by telephone. Each person interviewed would be asked three questions to determine resources used, ownership of those resources and resources they would like to, but did not have access to.

A questionnaire was designed and tested by two Committee members before the full survey was conducted. Following the test, Task Group members were given a revised copy of the survey tool and their assignments. A copy of the questionnaire is included as Appendix B item 2.

Because of the nature of the survey, the numbers of people to be surveyed and the amount of data collected, the survey took longer than expected to conduct and to tabulate. Some data was still being tabulated just prior to the meeting on June 24, 1994.

Data and recommendations have been arranged by media type rather than by department surveyed to make them easier to study and use.
