David Shannon Bowlby was born in Berlin (Kitchener) Ontario in 1874, graduated from the University of Toronto (B.A. 1895, LL.B. 1896) and received his call to the Bar in 1893. He was appointed Crown Attorney for Waterloo County in 1917.
