These are the administrative publications from the department such as annual reports, estimates etc. These are likely to be serials.
Special Reports are commissioned by Industry Canada with the intention of encouraging analysis and discussion of specific issues. The Special Reports are usually monographs.
The publications are grouped by topic areas.
There is also a search field where you can search by author, title, year, ISBN, Cat. No., or any field. If you use the "any field" option you should come up with hits. You may still have to browse through the hits to find what you need.
As of April 1st, 2010 the Health Canada Departmental Library and Science Library were merged to form a single library whose support services are carried out by CISTI.
