Minutes of Previous Meeting The PMB data will be purchased, not leased. 2. Business Arising The E-Stat demo will be May 5, 3:30 pm, in Davis Library Conference room. User Validation / Vendor Contracts Concern has been expressed by several members of the working group about conditions imposed by contracts from data vendors; can we live up to them? what steps do we need to take to ensure compliance on the part of users? Is it realistic to police every use and eventual disposition of data? Contract law is becoming an important facet of electronic librarianship. R. Pinnell had brought copies of the draft of the agreement covering the 1986 Canadian Census, the agreement for the 1991 Census is not available but is expected to be similar. This was reviewed in light of the above questions and realistic steps needed to meet our obligations. It is proposed that as users start to access the data a screen will be displayed reminding/warning them of the obligations, such as: This 1991 Canadian Census data are for the teaching, research, and administrative use of the Students, faculty and staff of the University of Waterloo. Except for limited quantities of data included in research communications (ie scholarly papers) these data may not be distributed beyond the University of Waterloo. The data may not be used for any commercial or income-generating venture, either privately or under the auspices of the University. It is possible to make arrangements for such use of the data. Please contact XXX in the Library. The initial screens of the Census disks will be reviewed as an example of what Statistics Canada deems acceptable as a warning. The necessity of setting up password access was discussed but is seen as very labour-intensive. The possibility of requiring users to enter a valid e-mail address (which would be logged) was also discussed briefly. It is possible to restrict access to gophers by domain; this too may be done. R. Pinnell expressed concern about the need for assistance for selectors when reviewing contracts for data purchase and suggested that checklists of "Things to watch for", "Questions to ask" be made available. It was agreed that this is a question best addressed by the CMC sub-group on electronic resources. 4. CANSIM/EPAS The order for the EPAS software is being placed. Doug Morton will contact C. Leowski of EPAS to let him know. 5. Census and GSS data 5.1 Inventory 5.2 Description Detailed descriptions of the Census data remain elusive. 5.3 Acquisition Albert Kemp and Debbie Tytko met with Jan Willwerth to get details of the procedures for downloading the Census data from Toronto. Albert reported that it should be little trouble to set up an automated procedure. He also pointed out that due to the storage problem, only one 7Meg file was downloaded. 5.4 Census Geographic Data R. Pinnell reported that he is purchasing the Street Network files from mapInfo. 6. User Interface 7. Data Storage Bill Oldfield reported that Mike Ridley will be meeting with people from DCS to work out details of provision of data storage space. DCS has agreed to provide the space but need advance warning about the amount of space it will take, if access is interactive, if it can be archived, and any contractual restrictions.
